B | 　　本次研修班以“清洁能源发展的创新实践”为主题，聚焦新型电力系统建设、新能源技术创新、数智技术应用、多种灵活性资源、绿色业态融合等议题，通过专题报告、经济体案例分享、小组研讨、现场参访等形式，分享中国能源转型的实践经验与治理智慧，加强各经济体交流互鉴，助力各方提升清洁能源发展能力，为亚太绿色发展注入新动能。　　作为2026年APEC中国年能源领域重要系列活动之一，本次研修班是落实2026APEC中国年能源主题和优先事项的自主贡献能力建设项目，由国家能源局协调支持，国家能源集团、华北电力大学联合主办，旨在为APEC经济体搭建开放共享的清洁能源能力建设平台，促进深化清洁能源务实合作，共筑普惠、创新、协同的亚太能源共同体。    MOSCOW -- The lower house of Russia's parliament on Wednesday gave its final approval to a bill revoking the ratification of a global nuclear test ban treaty, a move Moscow described as putting it on par with the United States.The State Duma lawmakers voted unanimously to revoke the ratification of the Comprehensive Nuclear Test Ban Treaty in the third and final reading on Wednesday. The bill will now go to the upper house, the Federation Council, which will consider it next week. Federation Council lawmakers have already said they will support the bill. The legislation was introduced to parliament following a statement from Russian President Vladimir Putin, who warned earlier this month that Moscow could revoke its 2000 decision to ratify the treaty to “mirror” the stand taken by the United States, which has signed but not ratified the nuclear test ban.The treaty, adopted in 1996, bans all nuclear explosions anywhere in the world, although it has never fully entered into force. In addition to the U.S., it is yet to be ratified by China, India, Pakistan, North Korea, Israel, Iran and Egypt.There are widespread concerns that Russia could resume nuclear tests to try to discourage the West from offering military support to Ukraine. Many Russian hawks have spoken in favor of a resumption.Putin has said that while some experts have talked about the need to conduct nuclear tests, he hasn’t yet formed an opinion on the issue.Deputy Foreign Minister Sergei Ryabkov said last week that Moscow will continue to respect the ban and will only resume nuclear tests if Washington does so first.。来自APEC12个经济体的30余名政府官员、研究机构与能源企业代表参加本次研修班。
